Without content, layout is just guessing
A mockup isn't a container you pour copy into. Until the content structure is clear, the UI will only get hollower with every revision.

A lot of pages stay stuck because someone designed a beautiful layout first and then forced content into it. Headlines run long, summaries feel thin, images don't fit — and every detail starts to fall apart.
Define the content granularity first, then design the layout. That's the normal order.
